The Elgin Learning Foundation (ELF) is a non-governmental, non-profit organisation formed in 1995 to meet the needs of poverty-stricken communities in South Africa. Although the institution is situated in a rural environment and focussed on development in rural areas, they work in a wide range of areas in the field of community development and capacity building.
